Probably 20 as a peak for ultra, 25-30 for good, and 45-60 on low with 720p resolution. If this is a build you're considering, I'd recommend spending a little more and building something with either an Intel Socket 1155 processor or an AMD A-series processor, DDR3 memory, and a better video card (a Radeon 6770 will have twice the performance as the Radeon 6450).
At the very least, I'd get a G41 or P43/P45 motherboard with DDR3 compatibility if you're staying with socket 775, since DDR3 is less expensive and power-hungry than DDR2. I'd also go ahead and get an upgraded cooling solution compatible with 775, 1155/1156, and 1366 motherboards and processors so you can overclock the processor and get additional performance from it (the PDC e6500 overclocks very nicely with a good cooler to 3.75 or better).
Oh, and Windows 7 Ultimate is a waste of money outside of the corporate environment. If you need XP mode (which you probably don't), get 7 Pro. If you don't need XP mode, get 7 Home Premium. Spend the money you'll save on better hardware.
